Dr. Richard Phan is a professor at UWest. He earned his M.A. and Ph.D. degrees in Public Administration from the University of Southern California (USC) and M.A. degree in Public International Law from the University of Saigon, Vietnam. He was a full-time professor of the National Institute of Administration in Saigon, Vietnam, an adjunct professor at USC and lecturer on business and management at various economic training institutions.
Most recently he served as an international consultant to the United Nations Development Program and to SIPU International Inc., a Swedish international consulting firm, both in organization and management.
